So an idea just popped into my head.
What if...
The Camarilla used the hearing test in schools to kidnap young witches... and kill their parents (regardless if they are witches or human) so the children are the "weakest gazelle in the herd" - Raelle.
1. Child witches of human-witch parents living in the general population. 2. Child witches of dodger families, who were killed by the Army and/ or Civilians.
They are outside the Army and Spree 'protection', naturally more aligned with the human-civilian or anti-army/ witch perspective.
What if this has been going on for years under the Army's radar (because they are so isolated).
In order to recruit and brainwash the young witches. To use against fellow witches. Imagine brainwashed camarilla-witches growing up, rising to high ranks in the Army (USA and globally) and Spree, intentionally causing conflict between all witches. So:
1. Witches wipe themselves out, or significantly reduce their numbers 2. Civilians see the damage of international conflict between witches. 3. When the Camarilla does arise witches don't trust each other, and civilians don't trust witches.
