The first curse was in place for 30 years, and a town remembers things like that. Ingrid's spell couldn't take a strong hold with Regina's in place, and somehow Gold comes back.

Only he is Gold, not Rumple. He's the man before he heard Emma's name, the man who had forgotten FTL and Belle. He doesn't believe in magic, doesn't believe in True Love.
