I think Megatron is too proud of being the big mama to let Starscream’s bitties stay with him for too long. He probably makes Starscream pump and then he feeds them himself. Come on, let me do the hard part for you. He’s also jealous that Starscream gets to push out bitties while he’s getting too tired to.
well obviously megatron does everything he can to secure his position as the decepticons' top broodmother. all the bitties are taken from starscream to feed from his sore old titties instead, so they see him as their beloved mother. he can't risk leaving it to starscream and have him rally those bitties against him in the future.
