So Polyurethane and Polyester were champing at the bit to merk Scanty and Kneesocks and they were fiending to murder Panty and Stocking but they offered their bestie Brief mercy and a chance to live even with the distance they put between them when they're on duty.

Especially since the one who makes the offer to let Brief go free is the otherwise famously bloodthirsty Polyurethane himself. Not to mention "mercy hath no place in heaven" Polyester being willing to offer to let him go when the first thing they did in the show was berate Panty and Stocking for letting something go instead of immediately going for the kill. They had Brief backed into a corner and just didn't take the shot.
