Ability Name: My Tears Are Becoming The Sea

Name taken from that one M83 song

Ability Description: User has temporary hydrokinesis that is activated when the user is crying. The user can manipulate all available water sources in the general vicinity but cannot create water out of nothing. The strength of the user's ability is determined by their emotional state/cause of tears.

(Ex. Negative emotions that lead to tears makes ability user stronger vs positive emotions.)
