Vincent (or rather, Akira) was in the military briefly before being attacked by the character Olivia and losing his eye, as well as his memories. When he woke up in the hospital, that’s when he ‘became’ Vincent.
He lives in a house with an underground bunker to contain himself during his transformation— this is where he keeps MC in game. Here’s more info:
