Y'know, bug control isn't and never was a weak power. I don't think I needed to read Worm to know that. Like, everyone's first thoughts about how to use bug powers in combat would be "swarm the enemy", and it would probably work against most people. If it doesn't, just sting more/inject more powerful poisons. Or if swarming isn't your first thought, using it for recon probably is. It isn't particularly weak or badly situational, and it only doesn't work if the opponent is fully covered or if fire is in the equation.
Taylor is unique in that she finds a way to fight people who should no sell her power. She should've had no way to fight Mannequin or Dragon & Defiant, but she finds ways to do so anyway and that's what makes her power usage fantastic. It isn't using a weak power to it's full potential, it's overcoming her powers weaknesses by using them in creative ways and using all the tools at her disposal to do so.
(It just vaguely annoys me when people say that bug control is a weak power. No, it isn't, it never was. It's useful as hell, and doesn't actually require much creativity to use effectively. Swarming people is the equivalent of punch hard for Brutes, doesn't take a genius to figure it out.)
