Meet Bukuu, this fellow is the prototype design for what later on became Qwilfish, not much else is known about it, however during the earlier haydays of the internet around 1999-200, Bukuu's image made quite a splash, being a Pokemon that was rumored to be a secret in the Red/Blue games in the US, it was at the time known as 'Hifishi' by many speculative fans and was considered something like a legendary
