Ferrari decided for some odd reason to not tell either driver about the penalty...most probably they wanted to take care of it in-house (team order or that pit call)
Charles, with Bryan's help, closed the gap to still get that position
Only for then the team to decide to destroy all that work by pitting both drivers to keep the track positions as is without the penalty incidence which rightly pissed off Charles
And then the track decided to be done with the race and broke down on one of the few places you can try to prepare an overtake coupled with Charles' brake problem...
