Both when dealing with villains and when saving lives, there's a lot that comes down to one's ability to make a split-second decision. Often, there's no time to weigh up the risks or spend time thinking about what could go wrong. That's part of why training is so important - experience, too - because it helps you build up your instincts, which are a key part of being a hero.
Right now, Ryuko is very much aware of all that... but it's still difficult not to hesitate. She can think of many heroes who'd disapprove of the choice she's considering making. At the same time, there's just as many who'd think it was a wise decision - and perhaps more who'd find a third way, even better than whatever possibilities she's capable of bringing to mind.
She doesn't want to negotiate with villains if she can help it... at least not one so dangerous as Dabi. It's too risky. While there's those who'd disapprove of it on principle, Ryuko isn't necessarily one of them - but that doesn't mean she's comfortable with the idea, either. But in spite of that disquieting churning in her gut, and the voice in her head admonishing her for her own stupidity... she doesn't want to lose anyone again. That's what's most important to her, here.
"You know something about that girl, don't you?" It's barely a question, though it's not quite pointed enough to be an accusation - because in the end, Ryuko can't actually be sure. But she can't appear to be lacking in confidence here, either. "Tell me where she is. If you do, maybe things won't have to end so badly for you."
