Bolaire's setting up Hal to be the face, the charming controversial folk hero of the common people, and himself as the moderating influence. Smart. Of the four of them Hal is probably the safest in the short term because going after him right now would be terrible optics. He's a beloved and law-abiding member of the community who just lost his equally beloved but less law-abiding brother.

Even if people don't like that Thjazi is dead, they can probably justify it because well... he WAS a criminal so it makes sense that he was eventually caught for something right? But Hal? He's an actor for crying out loud. A middle-aged father of 3. He teaches acting classes and probably runs bake sales for his kid's schools.

Yes the Sundered Houses are moving fast, but unless they want to go FULL authoritarian and ban art of any kind, there's not really anything they can do about Hal. Not until Hal either slips up on something REALLY big, or enough time has passed that they can have a fig leaf's plausibility that his death isn't their fault.

Bolaire portraying himself as a moderating influence is brilliant because he is much less safe in his position. But if the Sundered Houses think he has multiple uses, that gives him an edge over the other curator he's competing with. If they think Bolaire is a restraint on "Beloved and Bereaved Artist Extraordinaire Halandil Fang, who's writing a controversial new play to rouse the common man" then there's a vested interest in keeping him around to keep that influence on Hal.
