I may not have watched Gotham before, but I do know that Umbrella Mayor and Captain Question Mark are meant to be.
Gotham 3x18: A Summary
Ed: I came out to attack people and I’m honestly having such a good time right now. Oswald: I came out to attack you specifically and I’m still honestly feeling so attacked right now.
… And now apparently Umbrella Mayor and Captain Question Mark are hanging out in a future episode, covered in blood. They may or may not have killed someone. You know what they say- a couple that slays together stays together.

I'm not sure about everything that happened in Gotham last night. I just know that Umbrella Mayor got out of his appropriately shaped prison, along with Captain Question Mark, and that they spent most of the time they were locked up carrying out small acts of revenge on each other. They still won't say they're in love, but I'm sure that will come later.
