Instructions: Put the vegetable oil in a big skillet and heat it over medium-high heat. Cook until the garlic and shallot smell good. Add the chicken pieces and stir them around a few times to make them brown. Add water, soy sauce, black pepper, and brown sugar to a small bowl. Lower the heat to medium-low, add the sauce to the chicken, and let it cook for about 15 to 20 minutes, until the sauce thickens and turns caramelized. To keep things from burning, stir every so often. Take the chicken off the heat when the sauce has turned caramelized and is fully cooked. Add some chopped spring onions as a garnish. Serve hot with rice that has been cooked.
