To gather cast members for a show streamed on a slightly shady members-only site, they kidnap people, brainwash them, and make them perform.

Basically, he follows specific instructions! Together with Toomp.

They’re given detailed information about the target—their address and even the route to take.

They’re told to capture them alive for sure, and to keep violence to a minimum.

However, sometimes the target resists, and when trying to subdue them, he can have violent impulses and end up killing them.

So he doesn’t always follow the instructions perfectly.
