I felt the same way when @care-a-lots-wonderheart asked me the question. It's such a great question that I sent it out to a ton of people. I like your Cousins and I was not expecting you to pick the Bears that you did. And I completely agree with the idea of having shorts to highlight characters beyond the main 6!
I just read your answer, and I’m amused that we basically had the same initial reaction (a good question, but a hard choice). I like that you really went in-depth into why you made the choices you did.
For the cousins, I didn’t have to put as much thought into it, and I admit, I choose Swift Heart and Bright Heart simply because they’re my favorites. I then picked Loyal Heart because he almost never gets to do anything, so he deserves the spotlight for once.
For the bears, I was trying to pick one legacy character, and the other two from 2000 on. I actually picked Rainbow Heart first, since she hasn’t had a chance to do anything yet, and I really like her design (almost like a combo of Tenderheart and Cheer).
I very seriously considered including Friend Bear, since watching all the stuff from the 80s reminded me of what a good character she is, but you can’t have Friend without Secret, and then there wouldn’t be any room for a 2000s bear. It was also very hard not to include Grumpy, but in the end I went with Wish because, while she’s been a part of every version of Care Bears, the only time she’s really gotten to shine was in The Big Wish Movie, and she deserves better than that. (Having a secondary, but still core role in Unlock the Magic is pretty good, though.)
Choosing the 2000s bear was probably the hardest part, since there are a ton of them, but a lot of them are named X Heart Bear, and 1. that’s really a Cousin thing, (Cloudco should totally go back and turn them all into Cousins) and 2. I already had Rainbow Heart, and I didn’t want to have too many characters with heart as the last part of their name. Also, a lot of the 2000s bears overlap with 80s bears, so if I chose them, why not just go with the original? Which is why Sweet Dreams Bear didn’t make the cut. But isn’t Heartsong just like Harmony, you say, since they’re both all about music? Well, to that I say that Heartsong was created before they made Harmony all about music, and she’s the one who should have been the designated singer of Care-a-Lot, which is why she made my final list.
If I were making a show with these main characters, it would be about them feeling like secondary characters in Care-a-Lot. They don’t always get to go on caring missions, and when they do, it seems like another bear or cousin always gets the glory.
And maybe they have trouble with their belly badge powers. Wish’s wishes are rarely granted in a straightforward manner (I imagine it being like in Fushigiboshi no Futagohime or Miraculous, where she gets a random item, but has to figure out how this seemingly unrelated object will grant the wish). Rainbow Heart’s hugs can supposedly give the recipient a blast of energy, but what if they get too much? And Heartsong can’t control the songs that come out of her badge, leading to trouble when what was supposed to be a lullaby instead becomes a rousing Sousa march.
And they have other problems they need to overcome. Swift Heart’s too impulsive, jumping into action before thinking things through. Bright Heart has the opposite problem, trying to force logical solutions on emotional problems. And Loyal Heart can be loyal to a fault at times, stubbornly clinging to things he really should let go of (sometimes literally).
But no matter what, they’re always there for each other, and any other Care Bear or Cousin who needs them.

That is an excellent question. But a hard one to answer.
My gut reaction is to use lesser known bears and cousins, but my “if this were a real show” instincts want to include at least some of the usual suspects. And while narrowing my choices down to three cousins was fairly easy, there are just so many bears now that keeping it to only three is next to impossible!
Thus, after much deliberation, my choices are Wish Bear, Heartsong Bear, Rainbow Heart Bear, Swift Heart Rabbit, Loyal Heart Dog, and Bright Heart Raccoon.
Choosing which early 2000s bear to highlight was so hard! And looking at my choices, I unintentionally picked two blues and a purple for each group. Ah, well.
One final thought: if I were making a show, I would have supplemental shorts that only starred the non-main bears, and especially the ones who never got to be in animated form.

This is... one heck of a question. But, since I’m biased af, you KNOW I’d have Oopsy as a lead again for some future series. (you’ve seen me scream in kast chat, you know how bad it is.)
For the other bears, I’d go with True Heart and maybe one of the more used bears too, like Grumpy. Most likely Grumpy.
For the Cousins, I’d like to think that, if there’s True Heart, then Noble Heart is not far behind, so I would include him. As for the other two, I think I’d go with the two mentioned in my last Care Bears fanfic (it is called Starcross, if you must know), Treat Heart and Playful Heart.
As for their dynamics:
True Heart and Noble Heart are obviously the down to earth parent figures. They’d be the ones that hammer in the moral of this week’s episode, and provide some awesome, really-quoteable-in-real-life spurts of wisdom once a season.
Grumpy is forever the disgruntled, but well meaning, handyman and uncle figure. A lot of the lessons revolving around him would encourage showing patience to those who are bothering you (read: Oopsy Bear) and that your emotions, even grumpy ones, are perfectly valid.
Treat Heart would be like the older sister who thinks she knows everything. She’d probably sell your soul for a cornchip if you forgot her birthday that one time seven years ago. Her lessons would involve humility and accepting others’ help because of this. Most of the time, Treat Heart seems a bit frosty, but every now and again you’d get a cute ‘ah, she really does care!’ moment.
Playful Heart, on the other hand, has (what we would call) middle kid syndrome. Possibly a good representation of kids with mental disabilities. Lessons centered around Playful Heart would probably involve seeking adult help if you are stuck, knowing when to have fun and when to be serious, and so on.
Oopsy is then placed as the youngest kid, the one who is having a hard time finding themselves in their mixed family unit. Still a klutz when plot demands, it is also treated like a disability/handicap. Oopsy’s lessons would involve being yourself, finding who you are, and sometimes you just can’t be someone’s friend no matter how hard you try.
I think I just phrased this like I’m trying to pitch a kid-friendly sitcom. Ah well. You get the idea.
