With what happened with the previous events of the movie Carl Frederickson must be considered a local celebrity within his new neighborhood. I mean in the news before he was considered a local menace who had the guts to fly his tiny house out of the city with thousands of balloons filled with tanks of helium.
When he came back he was driving this massive blimp with dogs wearing translation collars. Russel clearly vouched for him and made it clear he stowed away by accident. They probably didn’t tell everyone the whole story. They wouldn’t believe Charles Muntz was still alive at that point and Carl, Dug and Russel chose to keep their mouths shut about Kevin the rare bird.
