I know this might rub people the wrong way and please don't get me wrong I couldn't care less for Cartwright but his intent wasn't to kill the Captain. He was naming and shaming because to him all he saw was his old CO dawning medals that did not belong to him. Image below is before Havers had yelled for someone or even possibly Cartwright himself to fetch a medic I couldn't tell with the perspective of the camera but regardless. First watch made my blood boil because what I remembered most was that the man was just standing there, but in all honesty they all were so why single out Cartwright? I understand he was blocking James' way but it was a gathering and again he was his Captain not to mention in the very place the celebration was held so why wouldn't he be eager to show off and speak of their victory?
Looking more into the scene and you cannot tell me this man doesn't look somewhat guilty. He did scurry off after Havers command, I am not saying he cared for the Captain or they were mates but I'd feel mortified too if I was yelling at someone and they'd fallen to the ground only to have a fatal heart attack and die shortly after.
