his name is Eyesore and his initial catchphrase is FUCK

you can only encounter Eyesore and obtain him as a villager if you extensively hack your game to the point where it glitches out/breaks it

the next time you turn on your game you’ll be told you have a new villager in your town (even if you had no spots open) and it will be Eyesore who will proceed to threaten you then show up everywhere you are

his powers include glitching the surroundings around him out, his voice being a horrible screech in animalese, and showing up where you don’t want him to cause fuckery

he doesn’t break your game and will stay indefinitely and no you can’t change his catchphrase to anything but swear words and he’ll always nickname you something like “fucko” or “assbarf”
