Psychid Moth Spotted at the Trainstation
The Australian Bag Moth has a colorful adult stage.
The females of this species do indeed leave their cocoons after pupation, and are bright blue with small wings.

Australian Bag Moth (Cebysa leucotelus)
...a species of bagworm moth (Psychidae) that is native to New Zealand and the southern half of Australia, occurring in Tasmania, Victoria and Western Australia. Like other members of psychidae C. leucotelus caterpillars will form a "bag" made of objects from their environment, which they will tote around while they feed on algae and lichen. Cebysa leucotelus females are also unique in that they have unusual bowl shaped wings which make them unable to properly fly and can only fly in short hops.
