Cell X is female. XD
The lack of Saiyan DNA/Saiyan DNA doesn't manifest, making her closer to the insect-like characteristics that govern her basic biology (female predatory insects are larger than males).
However, we know that perfect Cell typically has balanced Saiyan DNA. Therefore, his height is significantly reduced because, among Saiyans, females are smaller than males, similar to humans.
Of course, even though Cell seems to have been created genderless, his true gender is known in the official Japanese team. But when it was released internationally, the team chose to use "he" instead of "she," because it better suited his personality, and even Japanese fans liked it because he looked like a truly perfect young man. And, thinking of him as male or intersex fulfills the fantasies of many female fans more than his actual gender.

...he eats an okonomiyaki delivery person - things happen.
Foreword By Sir Lawrence Bragg 1968
This Account of events which led to the solution of the structure of DNA, the fundamental genetic material, is unique in several ways. I was much pleased when Watson asked me to write the foreword. There is in the first place it’s scientific interest. The discovery by Crick and Watson, with all it’s biological implications, has been one of the major scientific events of this century. The number of researches it has inspired is amazing; it has caused an explosion in biochemistry which has transformed the science. I have been amongst those who have pressed the author to write his recollections while it is still fresh in his mind, knowing how important they would be as a contribution to the history of science. The result has exceeded expectations. The latter chapters, in which the birth of the new science is described so vividly, are drama of the highest order; the tension mounts and mounts towards the final climax. I do not know of any other instance where one is able to share so intimately the in the researchers struggles and doubts and final triumph.
Then again, the story is a poignant example of a dilemma which may confront an investigator. (3/14/2018)
