Shifty on its own, yes, but shifty-eyed is used to describe someone who's lying (even though looking right in your face and answering in a heartbeat is more suspicious tbh), and there's these stereotypes about Jews' dual loyalty, our "tendency to lie", and the likes, so shifty eyes can be used to describe a Jewish person, but it's not a racial epithet for Jews.
