Yes.
The accident didn't leave any damage to Danny physically. He simply can't move his legs. His ghost form hints at why he can't move his legs. The ghost part of him doesn't have legs and only rarely forms them. However, as a ghost, he doesn't need legs. He can just fly around.
As he gets more control over his powers, Danny learns how to use them to his advantage. For example, flying is really useful; however, he must be careful that no one sees him doing it.
That doesn't mean he'll get over his disability or miraculously recover. Danny is paralyzed from the waist down.
