The only reason on why Paulina Sanchez went after Danny Fenton is because Sam Manson called her shallow, like imagine yourself as Paulina you are minding your business eating, and a boy who you don't know walks up to you and suddenly his pants are around his ankles.
You and everyone else who also witnessed this are laughing at him because this is unexpected, not long after complementing him on his originality some girl who you also don't know comes up and called you SHALLOW which catches you off guard but also makes you feeling small. When everyone else in the courtyard was also laughing at Danny, but does Sam call them SHALLOW no because you (Paulina) are right now a easy target for Sam to take out her own insecurities about herself on another girl.
Then after they both leave you alone, you decide to take your revenge on Sam by luring Danny away from her to get back at her for calling you SHALLOW. Then the canon events transpired BLAH BLAH BLAH.
Honestly if Sam didn't call Paulina SHALLOW because of her own insecurities then Paulina would have just left them alone and most likely become a part of Team Phantom at some point in the future.
