does anyone have an idea of what these black buckle-looking bits on izutsumi's vest are for?

i always assumed that the vest was two pieces and that they're straps to fasten the front to the back, but looking closer i'm not so sure; the upper ones are too high to go under her arm and too low to go over her shoulder.

could they be sheathes where she keeps her throwing knives?

idk their shape really reads as a buckle to me.. maybe it's just a matter of kui designing it without really a mind toward how it would go on?
