As for Flowey, maybe a Sunflora might fit in appearence, but, consider the following one... a Floette Eternal Flower (or just holding a Yellow Flower as well, or an eternal one painted yellow (?)). Looks innocent but it would wreck this world over and over if it is just plain boring.

I got a few sugestions with your Poketale AU, Inky! How about Undyne as a Feraligart? It looks and is a very tough and strong pokemon, also kind of popular with kids. Feraligart might fit with Undyne because water-type/red spikes/intimidating look/will strike boulders down with an Ice Fang (?) And Mettaton, how about a Rotom inside a Shiny Lopunny-body? Pink/Glitter/Very popular with people/Fabulous! Good luck! I hope it helps!
I had Undyne down as a Feraligart, yessss, I think it fits perfectly; maybe a slightly slim, super strong one! And I love the lopunny idea ohmygosh yes!
