I think in this case its specifically because 11 is when alolan kids are allowed to start the island challenge, kinda like in the show where 10 is when you're allowed to start being a pokemon trainer. Since you're both just starting out Wicke assumes you're 11. Since its a coming of age-eqsue tradition it makes sense for them to start young. The trial captains are teenagers though, right? and Kahunas are can be any age since they're chosen by the Tapu
Okay two things.
One: I can definitely see that for Hau and any number of aspiring young trainers from the Alola region itself, because... well, why not start as young as you can when this is all you’ve been dreaming of for your life? But on the other hand, the player character isn’t from Alola, and the way I figure your character should be able to be a little bit older, having not been steeped in the tradition. FYI/reminder: the player character confirms in-game that they’re 11.
Two: When does it say they were chosen by the Tapu? I can’t remember if I’ve reached that part in my playthrough yet or not, and I’m trying not to be spoiled if I haven’t.
