chloe was I think originally meant to be attractive to a male audience, a more specific male audience who like punk chicks. chloe is the main sexualised character in the game, not just a romance option. she is a big draw.

in universe, i think she would be annoyingly attractive to men in arcadia bay. punk is meant to signal sexual maturity and availability, and specifically there is an element of pain (piecings, spikes on jacket shoulders) and danger (rips and tears, skinhead style suspenders & boots). women withstanding pain is a very trad sexual politic.

proper dress is so modest and decent, where as punk rebels against modesty and decency. therefore, punk women dress immodestly. also, most fashion subcultures, I think, exist for the purpose of signalling sexual availability, and facilitating encounters. since the dominant sexual dynamic between men and women, it makes sense that punk worn by women is styled to appeal to men.

when i was a teenager I remember thinking that BOTH rachel and chloe would've been very attractive to men, especially in this small town. rachel's wild energy makes chloe more fun and her personality more tolerable to men, and rachel kind of siphons chloe's edge. they party and take drugs and underage drink. so I think those are the reasons why nathan and jefferson seem to think of chloe as a whore or slut.
