First of all, I need to point out that that's straight up in katakana and not a translation, as in:

And secondly, that the english lessons have been an absolute "hold your hand through the process" whereas they expect you to just straight up know things in other subjects.
And so,
Mr. Gotanda(that's my name ;)... how about you? It's on the spot but a question(in katakana)
And
"Are you a person of talent?", what it means, answer it as if you were a foreigner.
Elucidate "a person of talent". Like Let's break every bit of it down yeah?
It looks like (she's) asking you what "a person of talent" is.
So first of all,
Err, so, first of all, what is the meaning of "person"?
pe-son (like just straight up pronouncing it in katakana)
person (but in japanese this time)
persona (yes!!! XD)
Definitely one of those "you are testing me with the stupid answer that Ireallywanttochooseinspiteofknowingthatit'swrong" moments...

a persona user
an artiste (=performer/entertainer/celebrity)
a person of excellence
And ooo, this one is very clever actually, because we do call public performers/entertainers "talent".
Again, there is that mix of english and japanese, and I confess that one of my guilty pleasures is to read this out with an equally "give the japanese words an english intonation" sort of thing... ^^;
