I think this guy might be Chrysochus cobaltinus, although that pretty plant is not their preferred food. They eat milkweed and dogbane, both of which contain a chemical that our little friend uses to ward off predators (they themselves are immune). Otherwise possibly an altica (flea beetle) of some some kind? Can anyone with a coleoptera hyperfixation help me out here?

July is here, which means the Dogbane beetles are out! Dogbane Beetle (Chrysochus auratus), Newark DE. July 2017.

Easily one of our most beautiful beetles in the Mid-Atlantic, the dogbane beetle is a common visitor to gardens, fields, meadows, and roadsides, where their host plant can be found. 

The beetles feed exclusively on dogbane (Apocynum spp.), with the adults feeding on leaves, and larvae feeding on roots. The adults are seen in mid-summer on dogbane, where they will mate and lay eggs on the leaves and stems.
