Little Police Semaphore and Cipher Competition Part 1

While your training you undergo several tests.  The little police are valid police and military.  They have ranks and some authorities. Children are carefully screened and can be removed from programs.  The programs run in Indonesia Region, Chinese Region, Japan and Polynesia, Africa, India and Sri Lanka Region.

These are not boy scouts that is a separate organization linked to an incident with Lord Baden Powel in Sri Lanka.  While somethings were agreed upon outside of court at one point court action was necessary.   That is because "Little Police" are real military and police officers from hereditary police and military families.  So "Scouts" misrepresenting themselves would be seen as impersonating an officer.  They might also confuse people in some countries as to what they are permitted to do.

So a court case cleared that up.  It also imposed on them that they had to have a "Girl Scouts" branch and not just be a male organization. However they weren't having mixed "scouts" and in "Little Police" while there are some all female units there are mixed groups as well.

When "Little Police" train they have to learn several communications things for sending reports or relaying information.  This includes chiphers for their log books, semaphore, flags, color codes, symbolism, sign language, and sometimes written and spoken foreign languages.  They are also expected to know some first aid and survivalism.

Depending on the group they might not be trained in some areas.  The groups have unit names matching mythical creatures in some cases(even the adult groups have that in some cases).  Some go into the Naga unit which is Medical, others into a Tiger(front line fighting) unit, some go into communications, engineering, command, etc.  There are quite a few units.  I was qualified for more than one and given a choice.  Some of the classes people take overlap.  As such I was able to choose more than one unit and found a way to make it work.  That was very rare people usually are in a single unit but a few make it to two units, get transferred, or liason with them as a consultant.

While the work can be hard and we have to study things normal kids take like math, writing, and history.  We all have to pass physicals though administration can be exempted from physical duty as can science group. So some kids skip classes that aren't deemed needed that regular children might take.  While all generally take chiphers and some law. Other classes take more in-depth law for judge or lawyer roles and also to be high ranking communications officers with high security clearances.

We meet up for physical competitions, arts, semaphore and signs, engineering, and science.  There is forensic competitions in the science group and new methods as well as old.  The same applies to the engineering and arts.  Semaphore, signs, and physical generally changes very little.

At these competitions sometimes you hear new music you have never heard before. See new artistic creations.  People being silly engineering and they have been known for their pranks against each other in engineering and science.  Semaphore and signs tends to sometimes try to outdo each other because the music(cipher) and presentation(clarity of signal transmitted) is determined.  Being good at Semaphore and Signs(or Ciphers) can save communities and stop serious problems.  Though one time it was used to pass on good news to a officer that was out that his wife had a baby and another that their kid did well at something.(non systems critical messages)

The Semaphore competition lead to what you see in many "pop" videos in their dances.  Only those people aren't holding a flag.  Some of the music they use was later put out in a video of rock, classical, pop, etc to pass another cipher test in the audio visual and engineering departments.  There are things in the layers, colors, movement, clothing, vocal key, lyrics, etc.  They are very complex ciphers.  Some of them have also been put out as books or movies.  Something for the public to creatively enjoy while people do their other job quietly unnoticed.

Engineering had robots and communications things.  Think of them as M in the James Bond movies or the makers of Batman's gadgets.  They have contributed to the world things like pagers, cell phones, TVs, radios, cars, etc.  With sciences they also contributed to foods and with forensics they helped people find and cure health problems.

In these competitions there are people judging that have people standing at different angles.  They look similar to sports referees.  Then there are children off to the side that aren't in the presentation that must decode the cipher.  Some are decoding the semaphore, others the lyrics, and others the musical sore.  Generally they aren't expected to do all three areas at once.  The children are tested multiple times that are decoding and they are not always decoding the three areas they may only ever work in doing one or two.  Most the children will decode semaphore only.  A secondary group works on the music.  Another group works on imagery and symbology using also colors.  Their work is separate from semaphore flags but might involved classic international naval signal flags.

Semaphore kids practice drills on posture and flag position.  Sometimes they are docked in a competition for not being more clear.  They once had a translation problem which had to do with a language change.  At the time there was a conflict they were dealing with and the changes didn't go through right.  Leading to a reputation issue after for that group.  A semaphore competition cleared that areas military police unit of wrong doing.  When it was discovered why there was a discrepancy and the original message was re-translated.

Here are some videos of kids in competitions in semaphore.  I'm not sure I could find things in other areas.  Though I will include some from my work at agencies which had some young people in there.  While boy and girl scouts learn semaphore and flags because its good survival knowledge.  I don't know if they ever compete.

They did try to enter a competition once even though it was meant to be a police and military exam.  It wasn't like a cheerleadering contests. Which is also based on semaphore and were allowed many years later. They became linked to sports and the boy and girl scouts.  It was different enough from the "Little Police" use and regular police and military use that it was allowed.  Eventually military started having organized sport specific games for fun and cheerleading became part of that.

Sometimes people in their semaphore group get asked to appear on TV or as extras in movies.  Live music is sometimes allowed then and more artistic clothing(no uniform).

Competitors can be preschool or kindergarten age up to around age 15-17.  Some groups use humor and a few are more artistic.  Some use more classic uniforms and others more modern.

: Nebulu loves learning and sharing her knowledge but can become an issue when she gets anxious around an overwhelming crowd that she needs to present for. She is typically quiet and does her own work and is very independent, Because of this its difficult for her to open up about herself. She is a little bit of a workaholic since she spends most of her time up in space.

Childhood

: Nebulu grew up in a small family as an only child with her mother and father, She rarely saw her dad since he left to join the Space Army soon after she was born, Nebulu always missed her father but knew he'd always be back for vacations. Nebulu spent most of her time looking through a telescope up at the skies wishing she could explore past the stars. Her mother was always protective of Nebulu trying her hardest to keep her sheltered from war and conflict. When her father passed away in the war Nebulu swore shed explore what her father had explored.
