Kuwait is set to fail its 2015 Millennium Development Goals in Education due to its continued treatment of Stateless Kuwaitis.  Does Kuwait need to re-think its desire to participate as an ‘humanitarian’ state in the international community, or does it need to re-think its approach to the statelessness community it expelled in 1986?
