there’s become too many characters on the show. they can’t focus on any character’s growth/storylines bc there’s like 47 other people, therefore they have to choose who to focus on and end up making others do things that are ooc

I definitely think you're right to an extent here. It is so difficult to focus on every character's story and development when you have so many characters in a show. Just my opinion, but I believe there's three things that factor into which characters get more development/storylines over the other characters:
The characters that are most loved by the general audience
The characters that the Duffers themselves really love
The characters whose development/storylines are directly related to the overall plot
Also, I don't know how to feel about OOC. I don't really know if beliefs or choices of any of the characters are ever really considered OOC because all of these characters are still developing, still growing. They're going through different stages in life, different situations and circumstances, meeting new people, all while trying to establish who they are. I honestly don't think anything a character has done in the show is OOC, in my opinion! (At least nothing that is so extreme it stands out to me.) But people perceive things differently too which I totally get and respect :)
