Plumbot Lose Trait Chips Fix by Max_53

"This core mod fixes an issue with ITF, due to which, if plumbot somehow becomes unavailable for some time, for example if he was reset, he will lose all his trait chips. Most apparent with homeless plumbots (all plumbots that reside in Oasis Landing Community Center, paparazzi plumbots, etc.).

Tested on 1.67 game version. Will conflict with any core mod that alters Sims3GameplaySystems.dll.
