A detriment? Maybe in the sense that CDR only really helps him when his passive isn't up, which isn't his window of power anyway. If you mean Q CD going down makes the passive bit where other spells get reduced by Q CD less effective, that's not really what happens since those other spells are affected by CDR too. The reduction is the "same" regardless of CDR since W and E are always getting reduced by ~30% of their cooldown by other spellcasts.

yes, but if the reduction is the same whether or not you have cdr, then why would you ever bother getting cdr? by it being a detriment, i meant that you’re wasting gold on a stat that doesn’t do anything for you. you gain 0.8 seconds in the rotation by having 40% cdr, but you still have to cast the same amount of spells and i don’t think the 0.8 seconds actually makes a difference because you need time to cycle through GCDs anyway
