I’m not sure what you’re referring to as not all courses provide access to course syallbi prior to enrolling in the course.

Is it possible to find course outlines or syllabi as of now or do I have to wait for the first lecture?

Some profs post syllabis online, whether on the website or on moodle. You can also email them. Some profs prefer to wait til first lecture.

My econ 1000 syllabus skips chapter 1. Should I read it anyway in case there is fundamental knowledge I need to know to understand topics later on?

I mean you can if you want to, but if it was necessary to understand later topics it would probably be mandatory. I’m not 100% on this, but I remember when I took it it was mostly like a history of econ chapter.

We have no way of knowing - this depends on faculties etc. Course syllabi generally do not go up until around a couple weeks before classes start, and sometimes not even then.
