My econ 1000 syllabus skips chapter 1. Should I read it anyway in case there is fundamental knowledge I need to know to understand topics later on?
I mean you can if you want to, but if it was necessary to understand later topics it would probably be mandatory. I’m not 100% on this, but I remember when I took it it was mostly like a history of econ chapter.

We have no way of knowing - this depends on faculties etc. Course syllabi generally do not go up until around a couple weeks before classes start, and sometimes not even then.
