Why is there such a cost difference between GPUs and CPUs? Which lasts longer? Background info included.

I am going to use the Fallout 4 requirements as an example. Please just hear me out, I just want to understand.
If I put in my current CPU and GPU and RAM, my CPU is way way under what I need to run on high, as you can see here And then, If I put in a brand new CPU that is generations ahead of my current CPU, you can see that it is just over what I need to run the game on high here However, it says that that brand new CPU is now the closest thing to being a bottleneck for me, and to click on the button and it will recommend a new cpu that is a lot better, as you can see here And now, that newly recommended CPU is thousands of dollars….so my question is this…why is it that the CPU that I have currently, a 1st generation i7 is only seemingly marginally outperformed by a 5th generation i7, and yet still there is an even better one that barely outperforms my GPU but it is thousands of dollars?
How long do CPUs generally last someone? Does GPU technology progresses a lot faster than CPU technology? Is this why I will pay so much for a CPU – because it will last me a lot longer than a GPU will, technologically?
It just doesn't make sense to me to but a new CPU, only to have it be the next thing I replace on my system..however on the other hand I don't have thousands of dollars to spend on a really good one. So what gives? Thank you!
