Spain mostly, he loves giving kisses anywhere he can reach, and loves giving them often. S.Italy will occasionally too but mostly when they’re laying down and about to fall asleep. When they’re tired and he’s less self conscious and can actually reach Spain’s forehead.
Gets jealous most
S.Italy, it doesn’t help that most times Spain is oblivious to others flirting with him. Although Spain gets jealous too sometimes.
Takes care of on sick days
Both. They both become mother hens when the other is sick. Doting on the other and pilling the other in lots of blankets and pillows.
Drags the other person out into the water on beach day
Real life puppy Spain. He wants to splash in the water with his love lol. S.Italy doesn’t mind in the end though.

Both, although Spain probably does it more often.

Spain. He’s less self conscious about doing new and/or kinky things in the bedroom. Not that S.Italy complains.

I’m thinking Spain? He isn’t embarrassed by it when he becomes sober though, he just wouldn’t dance like that normally since he actually knows how to dance lol.
Firmly believes in couples costumes
Spain. He begs S.Italy to wear couples costumes with him ever year and S.Italy eventually agrees but under the circumstances that they aren’t too embarrassing.
Breaks the expensive gift rule during Christmas
Both. Although more likely S.Italy cause he has expensive taste.
Makes the other eat breakfast
Spain. S.Italy usually just has a coffee and a cigarette then goes but Spain will make a nice breakfast and force S.Italy to eat some. This is fine though as Spain’s cooking is good.
Remembers anniversaries
Both. Spain is a bit scatterbrained but anniversaries are very important to him too.
Brings up having kids first
I don’t think nations can adopt for reasons, but in a human au Spain absolutely. He loves kids and would love to have a big family. They compromise on three kids though lol.
Kills the bugs
Spain, although he doesn’t kill them, he takes them outside as S.Italy yells at him to wash his hands after.

For the headcanon thing: Romano please!
a) he has a hard time getting along with feli for a number of reasons but the main one really is a deep-seeded jealousy (which isn't his fault either)
b) high maintenance bitch and you know what he deserves it
c) he has genuine abandonment issues but he wont acknowledge them and he often keeps people at arms length to keep himself from getting hurt
d) despite the above he actually does genuinely love and care for feli and wishes to god they were on better terms but neither one can get their heads out of their asses long enough to do anything about it
