Has a Kamen Rider ever fused? Like, not like combo or form fusion, like straight up with another person. Like hypothetically they're losing so they merge with the secondary rider or henshin with the other rider's belt with their own

Actually, yes.

Off the top of my head I think the first this happened was in the Kamen Rider Movie Kamen Rider Build: Be The One. Where the title character does a "best match" with the secondary rider Cross-Z.

Called Kamen Rider BuildCross-Z. ...Not the best name but it looked cool. Then they upped it with the next riders and did three in the next series Zi-O.

This was called Zi-O trinity because obviously the three main riders fused in this form. Again, loved this suit too.
