Summary:

The idea behind the Accords was not going to be ignored forever. They were the result of people desperate to stop the train coming and so they redirected where it could do the most good: the heroes, like any other kind of law enforcement entity, were to be held accountable for their actions. However, the Captain was right about one thing—even while missing the point that everybody was actually talking about—the world did end up needing them and so exceptions were made.

But the soaring point, the one that went so far over the Captain’s head that he didn’t even know it was there, was that the world would never come as hard on its heroes as it would on regular citizens. * Harley's not a happy camper.

Earlier they had to deal with Black Mask’s dealers moving in on Red Hood’s territory, but the whole thing ended before they got there. Unsurprisingly, Jay’s people won and they apparently did without him. He must have been busy with something else, which could be bad, good, or both.

“Nightwing, there’s an explosion at the Gotham harbor,” Babs reports. “Sending you the coordinates… now.”

It was clear what was happening—somebody was cleaning house. * As the Bats become aware of a surprise return, they find themselves with a lot to think about.
