A Time Lord of Gallifrey who was acquainted with the Doctor, the Minister appeared in the webcast "Death Comes to Time." The original intention was that, after the Doctor's death, he would take up his mantle. In this vein, the EDA "The Tomorrow Windows" showed him as one of the Doctor's possible next forms, and he was specified to be one of the Four Elementals who survived the War in Heaven.
Going against this, though, is that his TARDIS was revoked at the end of "Death Comes to Time," and when he returned in a new regeneration in The Minister of Chance audio series, he was travelling the backwaters of the universe using a magical formula to create doors.
Just saw the announcement from a few weeks ago, it looks like Arcbeatle Press (of Cwej: The Series fame) is releasing a Minister of Chance novel, written by its creator Dan Freeman!
The Minister of Chance is based around the character of the same name that Freeman first created for the Doctor Who webcast Death Comes to Time in 2001. The Minister of Chance got its own award-winning audio drama in 2011-14, stripped of direct Doctor Who elements but featuring Paul McGann, Sylvester McCoy, and Paul Darrow in major roles. Its a little unique in being a lot closer to high fantasy than the DWEU's usual science fiction bent.
