What kind of ways can Yandere America abuse his power as a nation in regards with his S/O? Like does he get the NSA/FBI to spy on them?

To answer your question, yes he would definetly use any and all sorts of resources to keep track of his s/o. Alfred is obsessive as Hell, he just needs to know where his s/o is, all the time. With who, what are they doing, those questions will eat him up completely until he cracks.
He just can't stand the thought of his s/o being with someone else. Everyone is a rival, and Alfred is not afraid to get his hands dirty. He can just order a few agents to follow his s/o around (and their friends and family!), but even then he wouldn't be satsified. Alfred's patience will become more and more thin when he sees his s/o smiling at other people, who clearly want to hurt them! This is for their own good, he tells himself. This way he can keep them safe and they can be together in the end!

Alfred will somehow arrange for his s/o to look like a criminal. Poor s/o will lose their house, job, friends, family, everything... Even the damn bank account is completely empty. It won't be long until s/o is caught and put to jail for their "crimes". One day though, Alfred will suddenly come to their rescue, bailing them out. As s/o is just enjoying the fact that they are finally free, they should really pay attention to Alfred's predatory grin. He has them right where he wants them, and absolutely no one can change that. It's only a matter of time before Alfred can officaly claim his darling...
