With Dark Salvation, if you pay two blue and one black (one blue for each X), would you put two zombie tokens onto the battlefield?

No. X is 1, since you’re only paying one mana for each X in the cost. You get one zombie token.

When you cast Dark Salvation, you choose a value for X. That value gets plugged into every X on the card, both in the mana cost and the rules text.

If you want to make two zombies, then the mana cost would be 4B since each X would have a value of 2.
