I can tell you what is says.
The structure creates an open channel that allows a monster’s magic to both focus, and concentrate for a more potent effect. While the result may be a more raw, and basic manifestation of the magic, lacking in the ‘personality’ of the user, the overall
impact of the attack should be more targeted, concentrated and devastating.
In fact, the focus this conduit offers may be particularly beneficial in convoluted combat situations where both panic and confusion are high. In a battle against a particularly hostile opponent this small edge this weapon frame offers may very well be the difference between victory and defeat, for when panic starts rising in a (monster) combatant it's reflected in the way their magic manifests: for example the effectiveness of a magical attack may fluctuate, be it offensive, defensive, or intended for support, or the manifestation of the monster’s magic may become become sporadic, distorted and unreliable. At worst there may possibly even be a complete loss of control as emotions run high.
Theoretically this (conduit) should mitigate these things, or at least allow for enough destructive power to compensate.
