Jiren was Belmod's first choice as a destroyer candidate not just because of Jiren's sheer power, but also because of his sheer detachment from others.
And man, Jiren is really really detached during the Tornument Of Power, while Toppo seems to very attached to his teammates and mortal concerns up to his fight with Vegeta.
