He did support Roy’s attempts to climb the ranks, but ymmv - that always came across more as support for Roy more than anything else to me. When you compare him to Roy, Riza, or Armstrong, I don’t recall him indicating he was troubled or haunted at all by what he’d done. Maybe that’s because he gets killed off before they go into loads of detail about Ishval, but still.
