The Internet works with IP addresses. Each website has an IP address. When you type something like http://www.tumblr.com into your computer, the computer sends it off to a DNS translation service. That looks through its directory, and translates the text of tumblr.com into the corresponding IP address of 184.173.93.91. It then tells your browser to go to 184.173.93.91, and your browser proceeds to Tumblr.
What Anonymous, assuming this is legit, plans to do is to launch a DDoS attack against the 13 DNS servers. This will flood them with traffic until they can no longer function. Assuming they are successful, any http:// addresses will cease to function until the DDoS traffic stops. By pinging your favourite websites and examining the return data, you can figure out the website's IP address. If DNS goes down, you can circumvent it simply by typing the IP address into your browser.
However, I'm not sure if the ping service will continue to work if DNS goes down. I'm also not sure if hyperlinks in sites such as Youtube or Tumblr will continue to work either. It might be a good idea to get the IP addresses of all sites you may want to use.
