Hi, Tumblr (and most sites in general) can be pretty bad with sticking to copyright laws and taking down users who break policies.
You can try reporting deshakira at [email protected] or separate works at tumblr.com/dmca; make sure to mention that you have been authorized to act on behalf of the artists (usually through their profile, if the artist has expressly forbidden reposting). You can also send asks asking for the user to stop. Deshakira has largely been ignoring these asks, however, and their anonymous is shut off as well.
You can also try to talk to them/be friendly with them until you can start convincing them to stop stealing from artists.
Most of this can be time taking though, and it's probably easier to tell people to not reblog/like/follow them.
