January 9th, 1901

Uncle Sam drinks ‘Senators by Popular Vote’ Constitutional Amendment Bitters, while his doctor, U.S. Senator, tries to warn him off. 

The caption reads “Doctor U.S. Senator - 'I wouldn't take that, Sam! Its not good for your constitution.' Uncle Sam - 'Nor for your health, eh Doc?'”

The idea of direct election of Senators had gained steam in recent years as an effort to blunt the power of the increasingly conservative Senate. At the time, most senators were elected by the state legislatures. The 17th Amendment, passed in 1913, would result in direct election of senators.

The U.S. Senate Has a Kick Coming, Too 

February 17, 1907

In England, John Bull kicks the House of Lords; Uncle Sam pulls on his own boot, Election of Senate by Vote of People, to do the same to the US Senate.

The caption reads "Uncle Sam - ‘Just wait until I get this boot on and see what I can do in that line.’"

The new government of Britain had announced a decrease in the power of the House of Lords as one of their political objectives. In the US, Popular Election of Senators had been proposed, and was slowly moving forward.

Try it on the Senate

February 27, 1905

Uncle Sam offers Political Chloroform (Election of Senate by Popular Vote) to Dr. Osler outside the US Senate chambers.

The caption reads 'If only we had a political Dr. Osler to apply the theory politically to some old codgers who have outlived their usefulness'.

Dr. Osler had given a joking speech in which he advocated for the Euthanasia of those over sixty. Because of Senate obstruction, there was an increasing movement towards the popular election of Senators.

The Political “Little Jimmie”

February 11, 1905

The US Senate, as the absentminded Little Jimmie (A popular cartoon by James Swinnerton), is beaten by Uncle Sam with his Selection of Senators By Popular Vote umbrella, because his Legislation basket is empty.

The caption reads "If he keeps up his forgetting to do things he's bound to catch it yet."

The Senate was refusing to pass any of the popular measures that came before it, leading to talk of changing the constitution to provide for their popular vote, as opposed to selection by state legislatures.

What the Senate Thinks

February 15th, 1902

The House has passed the bill for election of senators by popular vote for the fourth time; when he questions the Senate about it, the Senate dodges the issue. 

The caption reads “House - 'What do you think of that little popularity contest of mine?' Senate - 'Nice lot of weather we're having, isn't it?'”

The House had just passed that bill.  The 17th Amendment, passed in 1913, would eventually result in the direct election of senators.
