al-‘Allāmah Ṣāliḥ al-Fawzān Hafiẓahullāh: ISIS (Dā'ish), al-Qaeda and all other groups who have gone astray are from amongst the PARTY OF SHAYṬĀN, and they are from the hypocrites (Munāfiqeen) as they outwardly portray Islām and act upon a few of its pillars however they are callers to misguidance (in reality).

It is permissible to fight the Khawaarij if they attack the Muslims.

It is permissible to fight the Khawaarij if they attack the persons, property or families of the Muslims,[1] but, if they desist and flee, they may not be chased, nor are their wounded to be killed, nor set upon, nor may those taken captive be killed, nor are those who flee to be followed. Resemblance Between The 'Hijrah' Of ISIS And The Khawārij Of Old

Imām Ibn Kathīr Raḥimahullāh said about “Hijrah” of Khawārij:

“..Then they departed; slipping through individually so that no one should come to know of them and so prevent them from leaving. So they departed from amid their fathers and their mothers and their uncles and their aunts and parted from all of their relations – believing due to their ignorance and their lack of knowledge and intellect that this affair is pleasing to The Lord of the earth and the heavens. Yet they failed to know that it is from the greatest of major sins and the deadly misdeeds and from the grave calamities and errors. Along with it being from that which Iblīs (i.e. the devil) has made alluring to them as did their own souls that inclined towards evil.

So a group of them (the people) managed to prevent some of their offspring and their relations and their brethren and thus brought them back and reprimanded them. So from them were those that then resumed upon steadfastness; and from them were those that escaped after that to join up with the Khawārij – thus being at loss until the Day of Resurrection.”

Striking resemblance between the Manhaj of Khawārij of the old and the Khawārij of today (ISIS), may Allāh annihilate them.
