The Monster Isles Council. Basically in the Monster AU, a group of five of the most powerful beings rule over the Isles, helping to run their own areas of the land.

Fray is in charge of the southern islands where a huge population of undead monsters reside. Viviane is in charge of the northern islands where the concentration of magic is the strongest.

Madame Stork is the representative for life while Lady Macdeath is the representative for death. Considered to be the true heads of the council with their word being the final say in any decision.

Louco is in charge of the different dimensions that pop up in the world, being a representative of chaos itself so it’s unpredictable what he’ll do next.
